Independent & Interdisciplinary
An independent jury, composed of qualified experts from science, industry, and business, is responsible for selecting the nominees and awarding the Hugo Junkers Award for Research and Innovation from Saxony-Anhalt across four categories.

Prof. Dr. Julia Arlinghaus
Chair of the Jury
Director of the Fraunhofer Institute for Factory Operation and Automation IFF
Since 2019, Prof. Dr. Julia Arlinghaus has held the Chair of Production Systems and Automation at the Faculty of Mechanical Engineering at Otto von Guericke University Magdeburg and also leads the Fraunhofer Institute for Factory Operation and Automation IFF in Magdeburg.
Her research focuses on the design and management of digital production systems, the design and implementation of factory automation systems, and the planning of digital transformation processes for industry.
Prof. Dr. Julia Arlinghaus studied industrial engineering with a focus on production technology and process engineering at the University of Bremen and the Tokyo University, Japan. She earned her PhD in 2011, specializing in Business Innovation, on the integration of intermodal transport in trade supply chains at the University of St. Gallen, Switzerland.
As a consultant for operational excellence and lean management, she worked at Porsche Consulting before accepting a position as a professor for the optimization of production and logistics networks at Jacobs University Bremen in 2013. From 2017 to 2019, she was the chairholder for Industry 4.0 management at RWTH Aachen.
In February 2021, Prof. Arlinghaus was appointed to the German Council of Science and Humanities.
Dr. Jan Alberti

Jan Alberti has been a board member of bmp Ventures AG since 2017 and is jointly responsible for the management of the IBG Funds in Saxony-Anhalt. The IBG Funds are venture capital funds financed by the state and the EU, investing in small and medium-sized innovative technology companies in Saxony-Anhalt.
He started in 2013 as an Investment Manager at bmp after building a high-tech incubator in Potsdam (GO:INcubator GmbH) from 2007 to 2013, serving as General Manager from 2010 to 2013, where he supported over 60 high-tech startups in the early stages with business development and capital acquisition.
At bmp Ventures AG, he is responsible for a portfolio of around 50 companies along with 17 other employees. His personal investment focus is primarily on enterprise software, mobile apps, mobility, automotive, and energy technologies.
Jan Alberti earned his PhD in 2010 from the University of Potsdam after several research and work stays in the USA and China, including as a DAAD scholarship holder at Beihang University (2009) in Beijing, as a financial analyst at HSBC Trinkaus & Burkhardt (2006), and at Siemens Healthcare USA (2004-2005).

Professor Dr. med. Emrah Düzel

Director of the Institute for Cognitive Neurology and Dementia Research (IKND) at Otto von Guericke University
Emrah Düzel completed his training as a neurologist in Germany (in Bonn and Magdeburg). He works in cognitive neurology, focusing on the functional anatomy of human episodic memory networks, neuromodulatory circuits, their clinical and mechanistic changes in aging and neurodegeneration, and their potential for plasticity. He leads the Institute for Cognitive Neurology and Dementia Research and the Memory Clinic at Otto von Guericke University Magdeburg.
As the spokesperson for the Magdeburg site of the German Center for Neurodegenerative Diseases (DZNE, Helmholtz Association), he supports the implementation and analysis of imaging and cognitive techniques in Alzheimer's disease. Additionally, he is a part-time group leader at the Institute for Cognitive Neuroscience at University College London, a fellow of the Max Planck School of Cognition, and a co-founder of the digital health start-up neotiv. Within the newly established German Network of Memory Clinics, he coordinates a working group on digital health and telemedicine. Emrah Düzel is also the spokesperson for the newly established Collaborative Research Center 1436 "Neural Resources of Cognition."

Dr. Sandra Hagel

Dr. Sandra Hagel studied law at Martin Luther University Halle-Wittenberg and worked and conducted research from 2002 to 2003 at the environmental authority TCEQ in Houston, Texas, and at the University of Houston. She earned her doctorate in 2007 with a dissertation on "Legal instruments for considering nature conservation in the acquisition of rights to federally owned mineral resources in the USA and Germany."
Dr. Hagel has been working in the state administration of Saxony-Anhalt since 1999, including positions at the Ministry of Health and Social Affairs and the State Administration Office in Halle, where she served, among other roles, as head of the department for "Circular Economy and Soil Protection" as well as head of department at the Office for Agriculture, Land Consolidation, and Forestry South.
Since June 2017, Dr. Hagel has been President of the State Office for Environmental Protection of Saxony-Anhalt.

Prof. Dr.-Ing. Sylvia Rohr served as Managing Director of the Graduate School of Excellence advanced Manufacturing Engineering (GSaME) at the University of Stuttgart from 2008 to 2019, an excellence institution funded since 2007.
After studying Mechanical Engineering/Materials Science and earning her doctorate in the field of superconducting materials, she pursued a long-standing career in research. Since 1991, her work has focused on national and international science management and technology transfer.
Following her role at the EU liaison office of Baden-Württemberg, she held leadership positions at the Steinbeis Foundation for Economic Development (StW) in Stuttgart: as head of the international network of Steinbeis enterprises, Deputy Chair of the Board of StW, Managing Director of Steinbeis GmbH & Co. KG and Steinbeis Forschungszentren GmbH. She also served as a full-time Professor of Technology Management at Steinbeis University Berlin GmbH and Director of the Institute for Technology and Innovation. Additionally, she was Chair of the Board of TUDAG Dresden and Managing Director of GWT – the Society for Knowledge and Technology Transfer at TU Dresden – and was actively involved for many years in various working groups and committees at the interface of business and academia at both state and federal levels.
Prof. Rohr is a recognized expert in the fields of knowledge and technology transfer, innovation, and research, and works as a consultant and evaluator.

Ralf B. Wehrspohn studierte Physik an der Universität Oldenburg und promovierte 1997 an der École Polytechnique in Materialwissenschaften in Frankreich. 2003 wurde er Professor an der Universität Paderborn. Dazwischen arbeitete er in der Industrie bei Philips Research in London and habilitierte sich am Max-Planck-Institut für Mikrostrukturphysik in Halle. Seit 2006 ist Ralf B. Wehrspohn Professor für Mikrostrukturiertes Materialdesign an der Martin-Luther-Universität Halle Wittenberg. Seit 2021 ist er außerdem Geschäftsführer des ITEL Deutsches Lithiuminstitut.
Von 2006 bis 2021 arbeitete er auch für die Fraunhofer-Gesellschaft, zuletzt als Vorstand für Technologiemarketing und Geschäftsmodelle.
Die Arbeitsschwerpunkte von Ralf B. Wehrspohn liegen im Bereich der Nanotechnologie und Mikrostrukturaufklärung sowie in den letzten Jahren zunehmend in der Digitalisierung von Werkstoffen.
Er ist Gewinner des Heinz Maier-Leibniz-Preises der Deutschen Forschungsgemeinschaft, des DOW Chemical Science Association Prize und des Innovation Prize of the Massachussetts Institute of Technology MIT.
Die Financial Times Deutschland zählte ihn 2004 zu den 101 innovativsten Köpfen Deutschlands.
2021 zeichnete ihn das KENTECH Korea als ihren ersten Distinguished Adjunct Professor aus.
Professor Wehrspohn war Mitglied der „Kohlekommission“ der Bundesregierung, ist im Präsidium des Deutschen Instituts für Normung e.V. und ehrenamtlicher Vorstandsvorsitzender des Forum Rathenau e.V.
Ralf B. Wehrspohn studied physics at the University of Oldenburg and earned his PhD in 1997 in materials science at École Polytechnique in France. Ralf B. Wehrspohn’s main areas of work are in nanotechnology and microstructure analysis, and in recent years increasingly in the digitalization of materials.
He is the recipient of the Heinz Maier-Leibnitz Prize from the German Research Foundation, the DOW Chemical Science Association Prize, and the Innovation Prize of the Massachusetts Institute of Technology (MIT).
In 2004, the Financial Times Germany named him one of the 101 most innovative minds in Germany.

Research Focus
Bettina Rockenbach is a German economist. Her research focuses on designing mechanisms to promote cooperation in social dilemma situations and frameworks for socially responsible economic behavior. Addressing urgent societal conflicts—such as resource distribution, climate protection, or global health—requires cooperation among stakeholders. The divergence between individual and collective interests—the social dilemma—poses major challenges to collaboration.
Using methods from game theory and empirical behavioral economics, Bettina Rockenbach investigates the prerequisites for successful cooperation. Her work contributes both to basic research and to the application of scientific findings to current issues.
Together with her often interdisciplinary teams, she has demonstrated the importance and interplay of trust, reciprocity, reputation, and social sanctioning mechanisms for stable cooperation. She has helped improve the understanding of market conditions for moral and socially responsible action and has successfully developed and implemented mechanisms for more sustainable use of natural resources.
